Description

The U.S. Army Corps of Engineers (USACE), San Francisco District, is soliciting for dry dock services for the USACE Survey Vessel Randy S. Cummings. This is a combined synopsis/solicitation for commercial services, set aside for small business concerns. The scope of work includes a comprehensive range of services such as pre- and post-dry-docking sea trials, docking and berthing, hull cleaning and painting, renewal of anodes, inspections, and various repair and upgrade installations. Specific tasks include pressure washing the underwater hull, sonic surveys, renewing antifouling paint, inspecting and replacing sea water valves, inspecting shaft bearings, inspecting and repacking rudders, propeller inspection and reconditioning, shaft and bearing non-destructive testing, above water line hull blasting and lettering, main deck work including removal of deck-mounted equipment, blasting and painting, hatch and locker repairs, installation of a new cargo davit, cabin lock replacement, and redesign of the bow boarding area. Additionally, the scope covers the installation of new sonar systems, exterior cabin painting, ballast placement, and an incline experiment. Engine and transmission services include tune-ups, filter and fluid changes, inspections, and repairs. Steering system overhaul and added redundancy, shaft alignment, vibration analysis, and engine room interior lighting upgrades are also required. The contract also includes bilge pump replacement, installation of tank monitoring systems, engine room bilge cleaning, fuel tank cleaning and refilling, life raft and life ring installation, MOB ladder addition, navigation light installation, window de-frosting system upgrades, construction of new electrical panels, replacement of isolation transformers, troubleshooting and repair of the 24-volt system, isolation of the DC system from the AC system, relocation of the shore power plug, main AC panel rebuild, and replacement of electrical circuits. The period of performance is not to exceed 120 days from the date of award.
