The 9th Contracting Squadron (9 CONS) at Beale AFB, California, intends to award a sole-source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Beale AFB Aero Club & Flight Training Center for Local Instrument and Knowledge (LINK) Program services. These services are required to meet specific operational requirements for the 9th Operations Group (9 OG), ensuring pilot proficiency, safety, and airmanship. The scope of work includes flight instruction, aircraft rental, and provision of course materials, tailored to pilots with diverse aviation backgrounds. This acquisition will utilize commercial product procedures under FAR Part 12, combined with IDIQ procedures under FAR Part 16.5. The sole-source justification is based on the Beale AFB Aero Club & Flight Training Center's unique capability to operate within Beale AFB's Special Use Airspace (SUA), which is crucial for providing real-world experience not available elsewhere and is essential for meeting FAA Private Pilot's License Airmen Certification Standards. Furthermore, the Aero Club is the only FAA-compliant Flight Training Center within a 10-mile radius of Beale AFB, ensuring timely training for rated officers.
