Hazardous and Regulated Waste Management Services for Frederick County Public Schools

Frederick County Public Schools (FCPS) is soliciting proposals for a comprehensive hazardous, universal, medical/biohazardous, and regulated waste management services contract. The selected contractor will be responsible for the identification, collection, packaging, transportation, recycling, treatment, and disposal of all regulated waste generated at FCPS facilities. This includes providing all necessary labor, equipment, materials, permits, manifests, and documentation to ensure full compliance with federal, state, and local regulations. The scope of services encompasses scheduled and on-call waste pickup, emergency spill response and cleanup coordination, waste characterization and profiling, proper containerization, labeling, and segregation, and transportation by licensed haulers to permitted TSDR facilities. The contractor will also be responsible for providing comprehensive documentation of disposal, final disposition, and compliance support for regulatory recordkeeping requirements. Additionally, the contractor must adhere to specific emergency response time requirements for immediate/critical incidents (1-4 hours), high-priority incidents (4-8 hours), and non-emergency services (24-72 hours).
