The City of Lawrenceville's Planning and Development Department is soliciting proposals from qualified consultants to provide on-demand plan review services for land disturbance permitting. This is an annual contract with up to four renewal options. The scope of work includes reviewing land disturbing activity (LDA) permit applications, construction plans, and supporting documentation for compliance with federal, state, and local regulations, including stormwater management, erosion control, floodplain management, and stream buffer protection. Reviews will ensure consistency with the Municipal Separate Storm Sewer System (MS4) Permit, the City's Floodplain Management and Flood Damage Prevention Ordinance, Soil Erosion, Sedimentation, and Pollution Control Ordinance, Stream Buffer Protection Ordinance, the Gwinnett County Stormwater Management Manual, and the City of Lawrenceville Subdivision Regulations. The consultant will also provide written review comments, coordinate with City staff and agencies, participate in pre-submittal meetings, and assist in resolving technical issues. Initial plan reviews are expected to be completed within five to ten business days, with subsequent reviews completed within three to five business days. The consultant will also be required to provide weekly status reports and may be required to attend pre-construction meetings.
