City of Westlake Village Citywide
The City of Westlake Village is seeking a consultant to administer its Community Development Block Grant (CDBG) program, including the Home Rehabilitation Program and any future housing programs. The CDBG funds, administered by the Los Angeles County Development Authority (LACDA), have averaged approximately $27,000 annually over the past five years, with an anticipated allocation of about $25,000 for Fiscal Year 2026-27. The Home Rehabilitation Program provides grants up to $15,000 for home improvements for qualifying households. Proposers must demonstrate relevant experience in CDBG program administration, proficiency with single-family residential rehabilitation programs, and experience administering CDBG programs under LACDA, including navigating their online system. Assigned staff must also possess this experience. Proposers must be eligible to enter into a federally-funded contract, verifiable through the Excluded Parties List System on www.sam.gov.
