The Department of the Army, through its Product Director for the Common Tactical Truck (CTT) program, is issuing a Commercial Solutions Opening (CSO) to procure commercial products, services, or non-developmental items for the modernization of its Heavy Tactical Vehicle Fleet. This initiative aims to replace the capabilities of the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), and M915 Line Haul Tractor with advanced solutions. The CTT program seeks solutions that are commercially available or require minimal modifications, prioritizing reliability and the use of existing commercial platforms. The program encompasses six variants: Load Handling System (LHS), Line Haul Tractor (LHT), Tanker, Wrecker, Off Road Tractor (ORT), and Cargo. Desired attributes include mild-hybrid propulsion, advanced driver assistance systems (ADAS), autonomy-readiness, drive-by-wire technology, and compliance with modern safety and deployment standards. The Army also emphasizes "Right to Repair" provisions. This CSO utilizes a phased approach, potentially including submission of a written solution brief, a presentation, and a request for a Commercial Solution Proposal (CSP). Contracts awarded may be fixed-price or fixed-price incentive fee, and the CSO is open for solicitations through April 2032. Interested companies are encouraged to monitor www.SAM.gov for new Areas of Interest (AoIs).
