Third-Party Medical and COBRA Administration Services for the City of Fort Collins

The City of Fort Collins is soliciting proposals for third-party administration services for its self-funded, unbundled medical plan and Consolidated Omnibus Budget Reconciliation Act (COBRA) administration. The selected provider will be responsible for managing the medical benefit plans for approximately 2,000 active employees and 15 retired employees, offering a choice between a Preferred Provider Organization (PPO) and a High Deductible Health Plan/Health Savings Account (HDHP/HSA) plan. The provider will also handle COBRA notifications and inquiries. The City requires a provider with at least ten years of experience in administering similar medical plans. Key responsibilities include account management, enrollment and eligibility updates, fee administration, customer service, financial accounting, and providing comprehensive data and management information reporting. The provider must also agree to audits and comply with all applicable local, state, and federal laws, including HIPAA. The anticipated contract term is one year with options to renew for up to four additional one-year terms.
