Minnesota State is soliciting proposals for a daily mail courier service. The selected vendor will be responsible for picking up, sorting, and processing postage for outgoing USPS campus-wide mail and parcels from the Winona State University mailroom. Pickups must occur during regular business hours, Monday through Friday, between 7:00 AM and 3:30 PM, with exceptions for campus breaks and holidays. The vendor must provide same-day notice for any service disruptions. The average monthly volume is approximately 5,000 pieces (letters, flats, parcels). The vendor will use their own vehicle and is responsible for applying postage, barcoding, and sorting all mail and parcels. Mail must be received by USPS no later than two business days from possession. Monthly allocation reports detailing charges by department are required within 7 days of the calendar month end. The vendor must maintain safeguards for mail privacy and confidentiality, and report any lost, damaged, or tampered mail within two business days.
