The Missouri State Public Defender (MSPD) is soliciting bids from attorneys licensed in Missouri to provide criminal defense representation to qualifying clients as Special Public Defenders in Howell County. The contract will be for one year with the option for MSPD to renew for three additional one-year periods. Attorneys must be licensed and in good standing with the Missouri Bar and possess demonstrated experience in criminal law, particularly in complex felony cases. Proximity to Howell County and past work with MSPD may also be considered. The contract requires the Special Public Defender to represent assigned MSPD-eligible criminal defendants from case opening through final disposition. MSPD will provide litigation expenses such as depositions, process service, and approved experts. Contracted counsel will be paid monthly and may be reimbursed for mileage at the state rate. Additional trial fees are paid for bench or jury trials. The contract covers a set number of non-homicide and non-sex offense adult cases. Communication with the MSPD trial division office and Case Contracting Division is required. Client eligibility is determined by MSPD.
