Core Services Program for Children and Families

Adams County Human Services Department is seeking qualified contractors to provide a range of core services for children and families involved in the child welfare system. These services are designed to support families, prevent out-of-home placement, facilitate reunification, and protect children. The program aims to establish a pool of qualified providers from which contracts will be issued based on client needs. The core services sought include Home Based Intervention, Sexual Abuse Treatment Services, and Child Mentoring and Family Support. Home Based Intervention services are provided primarily in the client's home and encompass therapeutic, concrete, collateral, and crisis intervention. Sexual Abuse Treatment focuses on therapeutic interventions for issues related to sexual abuse victimization and perpetration. Child Mentoring and Family Support is a community-based intervention for youth and families, aiming to provide paraprofessional support in areas such as school, employment, skills development, social activities, and family reintegration. Contractors must meet specific staff qualifications, including educational requirements and background checks. Services are fee-for-service, and providers are expected to submit monthly invoices. Preference will be given to providers who are authorized Medicaid providers or qualified to become one, as Core Services funding is the payor of last resort. Applications will be evaluated based on responsiveness, overall merit, agency experience, capacity, and past performance.
