10-Year Bulk Fuel Blanket Purchase Agreement for Tennessee National Wildlife Refuge

This solicitation is for a 10-year Blanket Purchase Agreement (BPA) for bulk unleaded gasoline and diesel fuel to be delivered to multiple locations within the Tennessee National Wildlife Refuge. The contractor shall provide fuel on an as-needed basis, with deliveries expected within one day of notification. Deliveries must be made during facility core working hours (7:00 a.m. to 3:30 p.m., Monday through Friday), except on holidays. Minimum delivery loads are 200 gallons and maximum are 1000 gallons per fuel type, with unloading directly into the facility's storage tanks. Pricing will be based on the Oil Price Information Service (OPIS) rack price on the day of delivery, plus a fixed markup per gallon. The total authorized limit for all BPAs awarded under this requirement is $750,000.00 over the ten-year life of the BPAs. The solicitation is a Request for Quotation (RFQ) and is a small business set-aside. Offers are due by June 1, 2026.
