Intermediate Terminal Building Adaptive Reuse Redevelopment

The Economic Development Authority (EDA) of the City of Richmond, Virginia, is soliciting proposals for the purchase and adaptive reuse, redevelopment, or rehabilitation of the Intermediate Terminal Building (ITB), located at 3101 E. Main Street, Richmond, Virginia 23219. The ITB, originally built in 1938, is a approximately 32,000 sq. ft. concrete structure situated along the James River, adjacent to the Rocketts Landing neighborhood, the Riverfront Pulse BRT, and the Capital Trail. The property is zoned M-2 Heavy Industrial, and proposals should align with the Richmond 300 plan. Proposals will be evaluated based on total fiscal impact, community benefits, developer/business experience, and the proposed use. Preference will be given to proposals that leverage nearby outdoor amenities, offer clear placemaking benefits, and demonstrate long-term economic benefits. The EDA is particularly interested in proposals that include commitments to leveraging union labor, engaging minority-owned businesses (MBE) and emerging small businesses, and providing employment opportunities for Richmond residents. Demolition is not an option, but new construction may be considered if contextually appropriate. Respondents must also address parking solutions for their proposed use(s).
