Description

The Griswold Housing Authority (GHA) is soliciting qualifications and proposals from qualified firms to serve as Construction Manager at Risk (CMR) for the proposed new construction of the McCluggage Manor Extension Project. This project involves a 29-unit senior affordable rental housing complex in Griswold, Connecticut. The project is anticipated to be financed through layered funding sources, including the Connecticut Department of Housing (DOH) and the Connecticut Housing Finance Authority (CHFA), utilizing 4% Low Income Housing Tax Credits and tax-exempt bonds. The selected CMR will be responsible for pre-construction services such as constructability reviews, detailed cost estimating, value engineering, and securing all necessary permits. They will also manage the bidding process for subcontractors, ensuring compliance with state and potentially federal requirements, and enter into contracts. During the construction period, the CMR will update schedules, manage all aspects of construction, process change orders and payment requisitions, and maintain project records. Post-construction services include punch list resolution and warranty documentation. Firms must demonstrate prior successful experience with DOH- and CHFA-funded affordable housing developments of similar scale. Key personnel assigned to the project must possess appropriate experience, and the firm must hold a State of Connecticut Major Contractor's License. The proposal should include details on the firm's approach, past performance, safety record, and a fee structure. Interviews with shortlisted firms are anticipated between July 6, 2026, and July 17, 2026, with selection expected shortly after.
