The US Army Corps of Engineers, Rock Island District, intends to procure and enter into a fixed-price contract with ITHA KA of New York, New York, for online access to JSTOR Arts & Sciences and Biological Science Journals. This procurement is being conducted on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) and FAR 12.102(b), for purchases not exceeding the simplified acquisition threshold where only one reasonable source is available. The North American Industry Classification System (NAICS) code for this procurement is 513120, with a size standard not to exceed 1000 employees. This notice is not a request for competitive quotes, and no solicitation will be issued. However, any small business firm that believes it can meet the requirement may submit written notification to the Contracting Officer with a capability statement by May 8, 2026, at 10:00 AM CT. The government will not reimburse any costs associated with submitting this information. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
