Surplus and Sale of iOS Devices

Henrico County Public Schools (HCPS) is soliciting bids for an annual contract to provide surplus and sale of iOS devices. This initiative is part of HCPS's regular iPad refresh process, where older devices will be surplused. The contract will involve the successful bidder packaging, palletizing, and loading devices from HCPS facilities, as well as handling all transportation costs. Data destruction is a critical component, requiring the bidder to erase data per NIST standards for functional devices and provide a third-party certificate of destruction. Non-functional devices must be recycled by an R2 or e-Stewards certified facility. The bidder will also be responsible for inspecting, grading, and reporting on each device, providing a CSV of serial numbers and an erasure report/certificate of destruction. Payment will be based on an initial estimate, with final payment adjusted after grading, and all costs for data erasure and recycling must be included in the sale price. Bids are to be submitted electronically via eVA by May 27, 2026.
