The State of Rhode Island, through its Office of Energy Resources (OER), is seeking a contractor with expertise in demand-side management, ISO Forward Capacity Market operations, generator maintenance, and load curtailment. The selected contractor will be responsible for identifying, enrolling, and managing customer assets in the ISO-NE market to maximize revenue streams for the State. This includes providing necessary equipment, data collection, testing, and managing all aspects of program participation, including obligation management and financial administration. The contract will have an initial term of three years with two one-year renewal options, for a maximum of five years. Compensation will be on a shared-revenue basis, where the vendor retains a percentage of the revenue generated by the customer assets. The vendor will bear all upfront costs and the cost of any penalties assessed by ISO-NE. The solicitation also includes requirements for technical proposals, cost proposals, and participation plans for Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Disability Business Enterprises.
