Description

The School District of Greenville County (District) is seeking proposals from licensed mental health service providers to establish a collaborative partnership aimed at expanding access to mental health care for students. The selected vendor will provide mental health assessments, individual, family, and group therapy services within assigned schools, operating independently from Greenville County Schools (GCS) counselors. The vendor will be responsible for all materials, equipment, and resources necessary to deliver services, with the exception of office space and identification badges, which will be provided by the district. The vendor must meet specific personnel qualifications, including necessary educational credentials, licensure, and certifications, and personnel serving Medicaid-eligible children must meet South Carolina Department of Health and Human Services (SCDHHS) provider qualifications. Full-time school-based therapists will manage a caseload of at least 30 students, with part-time placements serving at least 15 students per school to maintain a combined weekly caseload of at least 30 students. The vendor must also maintain regular communication with school administrators and counselors regarding student services and progress. The district will provide HIPAA-compliant office space, an orientation, and access to the district's Backpack system for a designated lead staff member. The vendor will be solely responsible for all costs and financial obligations associated with therapists and for all billing of provided school-based services, and shall not bill students or their families for services. The vendor must comply with all applicable federal and state laws regarding student privacy, including FERPA and HIPAA, and retain all fiscal and clinical records for four years after final payment.
