Description

Pittsburgh Water plans to undertake a significant project to replace small diameter water mains and associated service lines, with work anticipated to commence in October 2026. To support this initiative, they are soliciting proposals for Construction Management and Construction Inspection (CM/CI) services. This project will be funded through PENNVEST, and importantly, it will also utilize federal funding from the Environmental Protection Agency (EPA). As a result, all contractors must adhere to federal Executive Orders 11625, 12138, and 12432, as well as EPA Regulations at 40 CFR Part 33. This includes a mandatory demonstration of the Six Good Faith Efforts to solicit Disadvantaged Business Enterprises (DBEs), ensuring the inclusion of state-qualified small businesses, minority-owned, and women-owned business enterprises in the bidding process for construction, equipment, services, and supplies.
