Production of Commercial Plant Mix Material as Needed - Missoula

The Montana Department of Transportation (MDT) is accepting bids for the production of commercial plant mix material as needed in Missoula. The contract requires the vendor to produce approximately 1,000 tons each of 1/2" Commercial Plant Mix Grade S PG 64-28, 1/2" Commercial Plant Mix Grade S PG 58-28, and 3/8" Commercial Plant Mix Grade S PG 58-28 material on an as-needed basis. The vendor must be capable of supplying all specified Commercial Plant Mixes, including valid mix designs, and provide unit prices for all bid items. Material will be provided Monday through Friday, excluding state holidays. The Department will supply the haul trucks and pick up the material at the vendor's plant. The contract period is from May 2026 through May 15, 2027. The vendor is responsible for all air quality permits and must meet emission standards. All references to "Standard Specifications" will be to the Department's "Standard Specifications for Road and Bridge Construction", 2026 edition, as amended by current supplemental specifications. The Department reserves the right to increase or decrease quantities as needed. Mix designs must have been created within two years of the IFB Due Date. Recycled Asphalt Product (RAP) may be incorporated up to 15 percent by weight. The Department will perform random testing on materials and the vendor must accommodate this. If the Commercial Plant Mix does not conform to contract requirements, the vendor will have one opportunity to address the issue before potential contract termination. Batch tickets must accurately represent the discharged load. For small orders (less than 150 tons), the Department may accept mix produced using a non-MDT approved mix design, with a copy provided to the Maintenance Chief. For orders over 150 tons, the produced mix must meet all contract specifications. Payment will be made per ton of accepted Commercial Plant Mix.
