Substance Use Disorder Outpatient Teen Recovery Center Services

The County of San Diego, Department of Behavioral Health Services, is seeking proposals for Substance Use Disorder Outpatient Teen Recovery Center Services for Lot 5 - South Region. The contract term is anticipated to be an initial six-month base period with four one-year options. Services will be provided to adolescents aged 12 to 21 who are full-scope Medi-Cal beneficiaries, low-income, or uninsured, with substance use issues, including co-occurring mental health conditions. The services aim to provide comprehensive, preventive, rehabilitative, and therapeutic behavioral healthcare delivered in the least restrictive environment and most effective mode based on ASAM criteria. The overall goals include access to timely care, retention in treatment, reduction in substance use relapse, improved family relationships, reduced justice involvement, and improved quality of life. Proposals are due by June 12, 2026. A pre-proposal conference will be held by Video/Teleconference on May 7, 2026.
