Energy Benchmarking Software and Program Implementation Support

The Rocky Mountain Purchasing Group is seeking a qualified vendor to provide a software-as-a-service (SaaS) platform and associated support services for its Energy Benchmarking Ordinance and Building Performance Program. The selected vendor will be responsible for developing and maintaining a comprehensive building performance management software platform. This platform will support building inventory management, the creation of a covered buildings list, benchmarking compliance tracking, data quality assurance, future building performance compliance, and overall program administration. Key services include providing a secure, user-friendly platform that integrates with existing tools like ENERGY STAR Portfolio Manager. The vendor will also offer support to building owners through help desk services, communication channels, a building portal, training sessions, and building-specific energy usage information to aid in compliance. The project is funded by the Denver Regional Council of Governments (DRCOG) through the U.S. Environmental Protection Agency's Climate Pollution Reduction Grant program, concluding on September 14, 2029. The awarded vendor must be registered in SAM.gov and comply with all applicable federal requirements.
