State of Delaware Veterans Services Transition Plan

The State of Delaware, Department of State, is seeking professional services to develop a transition plan for the Office of Veterans Services. The goal is to transition this office into an independent state agency, to be known as the Department of Veterans Affairs, by July 1, 2030. The selected vendor will create a transition report outlining the plan, including fiscal cost projections, a vision and mission for the new agency, and a strategic plan for its first five years. This will involve consultation with stakeholders and identification of organizational structure, responsibilities, and budget needs.
