]special mission variant (smv)
The Air Force is soliciting and negotiating a sole-source contract with Lockheed Martin Aeronautics for integrated services to plan, execute, and deliver capability modifications, and to provide a range of engineering, logistics, and analytical capabilities for its special mission variant fleets. This support encompasses AC/HC/MC-130J aircraft requirements. The contract will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) with a six (6) year base period and a six (6) month option to extend, for a total potential period of performance of six years and six months. Periods of performance for individual orders will be defined separately. The anticipated start for this effort is FY27, ending in FY32. This acquisition is being awarded using Other than Full and Open Competition procedures, citing 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, due to Lockheed Martin being the only responsible source capable of meeting the requirements. Award to any other source would result in unacceptable risk and substantial duplication of cost. This is a notice of proposed contract action, and while not a request for competitive proposals, all responsible sources may submit a capability statement, proposal, or quotation for consideration. Responses must be submitted by the date/time listed on the notice and demonstrate how competition would be advantageous in future procurements.
