The Quaker Valley Council of Governments (QVCOG) is soliciting bids for the Henle Park ADA Sidewalk Replacement project. This project requires the furnishing of all labor, materials, and professional consulting and/or construction services. Bidding documents and specifications are available exclusively through the PennBid electronic bid service, with an open date of May 14, 2026. Bids will be received until 10:00 AM on June 4th, 2026, and will be electronically opened at 10:01 AM the same day. A bid bond of not less than 10% is required. Compliance with several federal and local regulations is mandatory, including the Davis-Bacon Act, Title VI of the Civil Rights Act of 1964, Department of Labor Equal Opportunity Clause, Section 109 of the Housing and Community Development Act of 1974, Executive Orders 11625 and 12138, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, the Allegheny County MBE/WBE Program (13% Minority, 2% Female Business Enterprise goals), and Allegheny County Ordinance #6867-1-2 (5% Veteran-Owned Small Businesses). This is also a Section 3 Project under the Housing and Urban Development Act of 1968, requiring the utilization of lower-income residents and Section 3 Business concerns for employment and training opportunities. Prime contractors and subcontractors must comply with the Federal General Conditions. The QVCOG and/or Leetsdale Borough reserve the right to reject any or all bids, alternates, or parts thereof, and to waive any informalities in the proposals received.
