Construction Oversight and Inspection Services for Cedar Street CSO Underground Storage Facility

The City of Peoria is soliciting Statements of Interest and Qualifications from experienced teams for construction oversight and inspection services for the Cedar Street Combined Sewer Overflow (CSO) Underground Storage Facility. This project involves complex site and construction conditions, including large-volume watertight reinforced concrete construction, deep excavation with earth retention/shoring, and groundwater management. The site is constrained with limited access and laydown area, adjacent to critical infrastructure like a railroad corridor and an IDOT bridge. These conditions necessitate a construction oversight team with a strong field presence, robust documentation practices, and contract administration support, comprising individuals with recent experience in similar infrastructure projects. Proposals are due by 2:00 PM on Thursday, July 2, 2026. Firms must register as a vendor on BidNet Direct to submit proposals. The City intends to award the contract to the best-qualified firm, with selection based on Technical Approach, Firm Experience, Staff Capabilities, Workload Capacity, and Local Presence and EEO Goals.
