The U.S. Forest Service (USFS) is issuing a Request for Proposals (RFP) for vault toilet pumping, septic tank pumping, and servicing of USFS-owned portable toilet facilities across National Forests in California. This is a full and open competitive solicitation for a multiple-award, firm-fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with one base year and four option years. Task orders will include recurring and as-needed pumping, cleaning, hauling, disposal, and inspection tasks. Services will be performed at USFS recreation and administrative sites throughout California, divided into eight geographic zones. The USFS aims to award a diverse mix of large and small businesses to ensure full regional coverage, including remote and hard-to-access locations. Award decisions will be based on technical merit, past performance, capability to service remote locations, and price. Key services include pumping and hauling waste from vault toilets and septic tanks, inspecting and documenting conditions, cleaning interiors and exteriors, and stocking supplies. The contract also covers servicing portable toilets. All services must comply with federal, state, and local regulations, and contractors must be certified to handle and dispose of wastewater. Travel mileage will be reimbursed at the prevailing Federal mileage rate.
