The New York District of the U.S. Army Corps of Engineers (USACE) is seeking a design-build contractor to fabricate and install a new video display upgrade for the Armed Forces Recruiting Station in New York, NY. This project involves the installation of four new digital rooftop video display panels, each weighing approximately 28,000 lbs. The work must be executed with minimal disruption to the high volume of pedestrians and local businesses in the Times Square area. The solicitation will be competed as a small business set-aside and will be procured using a Design Build Two Phase Best Value Trade Off strategy via Request for Proposal (RFP). A firm-fixed-price construction contract will be awarded to the responsible firm whose proposal offers the best overall value to the Government. Proposals will be evaluated based on source selection criteria. The anticipated RFP posting date is June 15, 2026, with phase one proposals due approximately 30 days later.
