]http://www.hpha.netThe Housing Authority of the City of High Point (HPHA) is soliciting proposals for Fee Accounting Services. The selected firm will be responsible for assisting HPHA in preparing fiscal year-end closing reports and mandatory HUD reporting. Additionally, the fee accountant will aid in the preparation of annual tax returns for HPHA's component units: Low Income Housing Opportunities, Inc. (LIHO), High Point Economic Opportunities, Inc. (HPEO), HPEO Clara Cox III, LLC (HPEO CC III), and Empowering Lives and Building Foundations, Inc. (ELBF). Assistance will also be provided as needed with sufficient notice. Proposals must be submitted by 2:00 p.m. local time on June 15, 2026, in sealed envelopes clearly marked with the RFP information. Faxed, emailed, or other unsealed submissions will be disqualified. Four copies of the proposal are required, along with several completed forms including Responder's Statement, Profile of Firm, Cost Proposal, Proposal Evaluation Criteria, Financial Statement or Audit, Section 3 and MWBE Certifications, Executive Order #11246 Compliance Report, References/Experience, Non-collusive Affidavit, Estimated Project Work Force Prime /Sub Fee Accountant, Certification and Representation of Offerors Non-Construction Contract (form HUD-5369-C), E-Verify Affidavit, and Personnel Certification. All questions regarding this RFP must be submitted by 5:00 p.m. on May 27, 2026, with an addendum to be issued by 5:00 p.m. on June 1, 2026. The HPHA encourages minority owned, women owned, and Section 3 businesses to participate and reserves the right to reject all bids or waive minor informalities. The contract will obligate the fee accountant to not discriminate in employment practices.
