Third-Party Review of USDA Veterinary Biologics Regulations
ANIMAL AND PLANT HEALTH INSPECTION SERVICE
The United States Department of Agriculture (USDA) is soliciting quotations for a comprehensive third-party review and assessment of the Center for Veterinary Biologics' (CVB) statutory authorities, regulations, memorandums, notices, and other guidance documents. The objective is to assess current frameworks, identify inconsistencies, and recommend improvements to ensure scientific and technical integrity, and to address potential barriers to novel technologies. The review will encompass a thorough analysis of the Virus-Serum-Toxin Act (VSTA), Title 9 of the Code of Federal Regulations (9 CFR), Parts 101-118, and associated CVB documents. The contractor will be responsible for conducting legal research, reviewing agency documents, performing comparative analysis with similar international regulatory entities, and engaging with stakeholders including industry representatives, manufacturers, and veterinary groups. Deliverables include a Project Management Plan, Statutory Authority Compendium, Regulatory Alignment Report, Benchmarking Report, Stakeholder Insights Report, Recommendations Report, and a Final Project Report.
