Public Education and Community Outreach Services for Transportation Referendum

Beaufort County, South Carolina is soliciting proposals for a public education and community outreach campaign to inform voters about a proposed one-cent transportation sales and use tax referendum scheduled for November 3, 2026. The firm will develop strategic plans, create accessible messaging and materials, manage digital and social media outreach, conduct public relations, facilitate community engagement, place paid media, and provide comprehensive reporting and evaluation. The scope of work includes developing a data-driven campaign from contract award through the election, conducting landscape analysis, defining key messages, and coordinating with community partners.
