Water Services Department Computer Control System Integrator - On-Call Engineering Services
City of Phoenix Design and Construction Procurement
The City of Phoenix is seeking qualifications from up to four qualified consultants to provide on-call engineering services citywide on an as-needed basis. The Water Services Department (WSD) requires the services of process control integrators to support the upgrade and conversion of its process control systems. These integrators will collaborate with the department's Process Control Technical Support (PCTS) staff to implement improvements at their process facilities. The scope of work for these integrators is expected to include reviewing and assessing existing process control system architectures and configurations, providing recommendations for improvements, reviewing and modifying programmable logic controllers (PLC) and human-machine interface (HMI) programming standards, reviewing the functionality of current control algorithms, and assessing communications system architectures and protocols. They will also be responsible for programming PLCs and HMIs, performing startup activities such as loop checks and validation of equipment control, and providing control system documentation and training as required. The use of UNIFIER, a web-based project management database, may be required, and consultants will need to maintain all project records in electronic format and provide a computerized networked office platform with broadband internet connectivity. UNIFIER training will be provided by the City of Phoenix.
