Septic to Distributed Wastewater Treatment System Program

Santa Rosa County is soliciting proposals from qualified vendors to provide comprehensive, turnkey support for a grant-funded program focused on converting septic systems to distributed wastewater treatment units (DWTUs). The scope of work includes verifying hydrological conditions at participating properties, designing DWTUs tailored to each site's needs and regulatory requirements, and developing an associated rate structure for installation, operation, and maintenance. The selected vendor will also be responsible for the proper removal and abandonment of existing septic tanks in accordance with regulatory standards and for the construction and installation of the DWTUs, including furnishing all necessary labor, materials, and equipment. Additionally, the vendor will manage the entire project lifecycle, including coordination, scheduling, cost tracking, compliance with grant requirements, and serving as the liaison between Santa Rosa County and the Northwest Florida Water Management District. The program aims to eliminate up to 50 septic tanks within the project area, which is generally east of Highway 87, south of Allentown Road, and north of the Yellow River.
