Valley Metro is seeking proposals for comprehensive Community Relations Support Services (CRSS) for a contract term of up to five years, commencing on or about December 1, 2026. The services will support community involvement across all phases of transit project development, including planning, environmental review, design, and construction. Key areas of support include community engagement, marketing, alternative mode programming, fare systems and policies, and Valley Metro's strategic initiatives. The scope of work encompasses a wide range of activities such as developing and implementing public involvement plans, customizing outreach for diverse communities, managing stakeholder relationships, planning and facilitating public meetings (virtual, hybrid, and in-person), and analyzing online engagement. The contractor will also be responsible for business assistance program development and support for businesses impacted by transit construction, specialized public relations and crisis communications, special event planning, research and analysis of ridership and community data, and AI/BI/public opinion analytics. Graphic design and administrative support services are also included. Contractors must demonstrate experience in public involvement, community relations, business assistance programs, marketing strategy development, and business intelligence and public opinion analytics. Compliance with Title VI of the Civil Rights Act and the ability to serve multicultural and Limited English Proficiency (LEP) communities are essential. The contract will be awarded based on a best-value evaluation, considering technical capability, personnel experience, and pricing.
