Citizens Service Center Cafe Services

El Paso County is soliciting proposals from qualified and experienced vendors to provide comprehensive cafe services at the Citizens Service Center (CSC). The services will include offering breakfast and lunch items, as well as snacks, sodas, and coffee, to an estimated daily population of 605 employees and 250-600 citizens. The cafe must operate Monday through Friday, with breakfast and drinks available by 7 am and lunch from 11 am to 1 pm. The vendor will be responsible for all aspects of cafe operation, including menu planning, equipment maintenance (except for provided items), and advertising. The cafe must operate within the building's limitations, which do not allow for fryers or grills due to ventilation restrictions. The vendor is expected to be profitable while operating within the provided space and paying rent and utilities, which are waived for the first 12 months and then set at $2,666.67 per month for rent and $406.23 per month for utilities. A CJIS background check will be required for employees working in the CSC building. Key personnel must have at least three years of experience in similar food service operations.
