Description

This solicitation is for the removal and remediation of waste found in the Bayou Sauvage Urban National Wildlife Refuge in New Orleans, Louisiana. The objective is to prevent the entry and spread of potential invasive APHIS-regulated plant pests and pathogens. Waste regulated by APHIS or commingled with APHIS-regulated material requires deep burial at a landfill. The contractor will be responsible for securing a lease for the private property used as the entry point to the dump site for the duration of the cleanup process. The project scope includes site preparation and mobilization, earthwork and hydrological controls, and site restoration. Specific tasks involve securing property leases, submitting plans, site layout, utility locates, erosion control, swamp mat placement, coffer dam construction, waste sorting and removal, excavation and dewatering, soil filling and decompaction, and substrate management. Site restoration will include wetland seeding and removal of temporary controls. The estimated magnitude of this project is between $5M and $10M. Performance and payment bonds are required. The solicitation is a Total Small Business Set-Aside. Quotes are due by May 22, 2026, at noon CT. A mandatory site visit is scheduled for May 9, 2026, at 5:32 p.m. CT.
