Rural Health Care Services for Northern Arizona VA Healthcare System

This is a sources sought notice for market research regarding rural healthcare services, including telehealth and mobile medical clinics, for the Northern Arizona VA Healthcare System (NAVAHCS). The NAVAHCS service area faces challenges in accessing care due to its large, rural geography, provider shortages, and patient transportation issues. The goal is to improve access to primary care, mental health, women's health, and various specialty and ancillary services. Services may be delivered through a 'clinic-in-a-clinic' model with Indian Health Service (IHS)/Tribal clinics, via telehealth, or through mobile medical clinics (MMCs). MMCs must be capable of operating in high elevations, on unpaved roads, and in areas with limited cellular access, and must be equipped with redundant power sources, two exam rooms, and comply with ADA and CLIA standards. Mammography capabilities and telehealth integration with VHA equipment and remote EHR access are also required. Personnel must have VHA experience and cultural competency training. The contract is for non-personal services and will include clinic staff augmentation, MMC operations, and patient data reporting. The period of performance will include one base year and six option years.
