Description

The U.S. General Services Administration (GSA) is seeking competitive lease proposals for flex space in Brownsville/Harlingen, Texas. The space requirements include a minimum of 14,568 and a maximum of 14,668 ANSI/BOMA Occupant Area (ABOA) square feet, with a lease term of 15 firm years and a full term of 17 years. The space allocation includes 6,138 SF for office use, 4,630 SF for warehouse use, and 3,800 SF for hangar space, along with 41 required parking spaces. The office space must be accessible 24/7/365 and located on the second story or higher (with exceptions for sole-tenant first-floor spaces). It requires a secure entry method and must not be located above a drive-through. The space cannot be collocated with entities involved in criminal elements, probation services, drug abuse counseling, social services, or halfway houses. Building entrances and exits must also be at least 1,000 walkable feet from sensitive locations such as drug-free zones, schools, parks, daycare boundaries, hotels, shopping areas, religious centers, social service centers, and businesses serving children. The warehouse space must be air-conditioned, have a minimum 20-foot ceiling, and a minimum 50-foot setback from roads and property lines, with a 40-foot turning radius for semi-trucks. It must accommodate semi-trucks inside the building, featuring dock doors at least 10 feet wide by 12 feet high, and a loading dock area of at least 20x20 feet. The warehouse must have solid concrete walls at least 8 inches thick, reinforced with steel rebar, and no exterior or interior windows along the perimeter. All offered space must comply with applicable Federal, State, and Local jurisdiction requirements for fire safety, accessibility, seismic resilience, and energy efficiency, and must not be in a 1-percent-annual chance floodplain. Offerors are advised to familiarize themselves with telecommunications prohibitions under Section 889 of the FY19 National Defense Authorization Act.
