The State of Connecticut, Department of Aging and Disability Services (ADS), is procuring Fiscal Intermediary (FI) services for individuals with disabilities participating in its Vocational Rehabilitation (VR) programs. These services are crucial for supporting a self-direction model where participants manage their own personal assistance providers. The FI will be responsible for assisting participants in recruiting and compensating service providers, ensuring accurate accounting and tax compliance with federal and state requirements, and providing training and guidance to participants and their families. Key responsibilities include managing individual budgets and authorizations, processing payroll and taxes, coordinating employee benefits, assisting with hiring processes, and maintaining a registry of personal assistants. The selected FI must demonstrate a strong capacity to serve a growing participant base, provide services statewide with accessible offices and call centers, and utilize modern technology to ensure efficient and compliant operations. Emphasis is placed on responsive customer service, data security, and adherence to accessibility standards such as Section 508 of the Rehabilitation Act, ADA, and WCAG 2.0 AA.
