Blanket Purchase Agreements for Lumber, Plywood, Millwork, and Wood Panel Products

The Naval Surface Warfare Center Indian Head Division (NSWC IHD) in Indian Head, Maryland, intends to establish Blanket Purchase Agreements (BPAs) for standard commercial supplies including lumber, plywood, millwork, and wood panel products. These BPAs will cover Product Service Codes (PSC) 5510, 5520, and 5530, with corresponding NAICS code 423310. BPA calls will not exceed the Simplified Acquisition Threshold, and offerors will compete at the call level. Interested companies must submit a cover sheet with their official company name, CAGE code, and contact information (name, phone, email). They also need to provide documentation addressing their capabilities and expertise, and a price list if applicable. A key requirement is positive Past Performance, necessitating a minimum of three references including business name, address, contract/order number, award amount, point of contact, phone number, and a description of the item. Past Performance will be evaluated based on customer satisfaction, timeliness, technical success, program management, and quality. Vendors must also have an active account in SAM.gov and the Procurement Integrated Enterprise Environment (PIEE). This is a small business set-aside. The government intends to issue Master BPAs on a 6-month rotation through June 2029. To be considered for an award, vendors must submit documentation and references via email to rebecca.m.collins17.civ@us.navy.mil. For a June award, the deadline is April 30th, and for a December award, the deadline is October 31st. The government reserves the right to use additional sources for past performance information.
