USPS Barcoding and Presort Services

The Town of Manchester is soliciting proposals for a licensed, insured, bonded, and certified contractor to provide comprehensive mail services. This includes first-class and standard mail presort services, with a focus on automated barcode processing for letter-sized metered mail. The objective is to leverage USPS presort discounts to reduce mailing costs while ensuring high mail receipt reliability and compliance with postal regulations. Services are required Monday through Friday, excluding Town holidays, with most mail requiring next-day delivery to the USPS. The selected contractor will be responsible for daily pickup of mail from Town Hall, barcoding, presorting, and ensuring same-day delivery to the USPS General Mail Facility. Reporting on mail volume, presort qualification, and any irregularities will be required. Strict security and confidentiality protocols must be maintained throughout the process. The contract term is one year, with an option to extend annually for five additional one-year periods.
