Automatic License Plate Reader (ALPR) Technology and Services

The City of Boulder, through its Police and Innovation & Technology departments, is soliciting proposals for automatic license plate reader (ALPR) technology and services. The scope includes the purchase and installation of fixed ALPR systems at designated locations, along with associated software, subscription services, data storage, training, and warranties for a five-year period. The City prioritizes privacy and cybersecurity, seeking a vendor that demonstrates transparency, accountability, and integrity in handling collected data. The solution must be durable, reliable, and capable of withstanding extreme weather conditions, with a preference for solar-powered equipment. Integration with existing public safety technology, including the Axon ecosystem and a real-time information center (RTIC), is also a key requirement.
