Nationwide Coal-Based Power Purchase Agreement for Department of War
DEFENSE LOGISTICS AGENCY
The Department of War, through the Defense Logistics Agency Energy, is seeking proposals for a nationwide Indefinite Delivery/Indefinite Quantity (IDIQ) contract with multiple firm-fixed price Task Order (TO) Power Purchase Agreements (PPAs) for coal-based electricity. This initiative, driven by Executive Order 14386, aims to strengthen national and economic security by procuring power from coal-fired facilities to serve Department of War installations across the Continental United States (CONUS). The scope of work involves the procurement of coal-based electricity through TO-PPAs, utilizing existing commercial coal-fired power plants. The goal is to enhance grid reliability, prevent blackouts, improve on-site fuel security, and ensure mission assurance for defense and intelligence facilities. The contract term for the IDIQ is up to 5 years, with individual TO-PPAs potentially extending up to 10 years. An Industry Day is scheduled for April 22, 2026, to provide further clarification and gather feedback from interested parties. Offerors must be registered in the System for Award Management (SAM) and comply with various federal regulations.
