New Construction Building E at Gillmore Village

People First is soliciting bids for the new construction of Building E at Gillmore Village in Utica, New York. Bids will be publicly opened and read aloud on Tuesday, June 16, 2026, at 2:00 p.m. at the office of Mike Wittman, Modernization Coordinator, at People First, 509 Second Street, Utica, NY 13501-2450. Bidding documents can be examined at the office of James Jordan Associates, Architects, 66 Main Street, PO Box 111, Richfield Springs, NY 13439-0111. Copies of the documents are available for a deposit of $100 for the first set and $50 for each additional set, with refunds for returned sets in good condition within 30 days of contract award. Bidding documents are also on file at Eastern Contractors Association, Inc. in Albany, NY, and Syracuse Builders Exchange in Syracuse, NY. A non-mandatory Pre-Bid Conference and On-Site Inspection will be held on Tuesday, June 2, 2026, at 2:00 p.m., meeting at 509 Second Street, Utica, NY 13501-2450. Bidders must comply with minimum Prevailing Wage Rates, Affirmative Action Requirements for hiring minority subcontractors and/or suppliers, and Equal Employment Opportunity (EEO) requirements for federally-funded projects. Bids must be submitted in a sealed envelope, clearly marked with the bidder's name and address and the title of the work. Each bid must be accompanied by a security deposit of not less than five percent of the Base Bid. Bids are valid for 45 days after opening. People First reserves the right to waive informalities or reject any or all bids.
