The City of Blue Springs, Missouri is seeking qualified firms to provide Construction Administration Services for a Lead Pipe Inventory project. This project is essential for the city to comply with federal drinking water regulations, specifically the Lead and Copper Rule Revisions administered by the U.S. Environmental Protection Agency, which require the identification and replacement of lead service lines. The selected engineering consultant will be responsible for procurement support, including preparing bid documents for an LSLI Investigation Contractor, assisting with advertisement and distribution, responding to bidder questions, and aiding in bid evaluation. They will also administer the contractor services, which includes conducting pre-construction meetings, reviewing submittals, tracking progress, reviewing pay applications, and assisting with change order evaluations. Furthermore, the consultant will ensure compliance with EPA and state requirements, compile and review inventory data, and prepare necessary reports for regulatory submission. Coordination with city staff, contractors, and stakeholders, as well as assisting with public communications, will also be part of the scope.
