Preventive Maintenance for HVAC Systems at Bear River Migratory Bird Refuge

This solicitation is for preventive maintenance services for Heating, Ventilation, and Air Conditioning (HVAC) systems at the Bear River Migratory Bird Refuge, located at 2155 W Forest Street, Brigham City, UT 84302. The contract includes a base year and four option years, with a potential total period of performance of five years. The services required include quarterly maintenance on various HVAC equipment such as chillers, boilers, air handling units, and fans, as well as annual heating and cooling system start-ups. Maintenance activities encompass replacing air filters, power washing condenser coils, lubricating parts, inspecting components, and servicing systems to ensure operational efficiency and prevent failures. Corrective repairs, replacement parts (other than filters and belts), refrigerant, and unscheduled repair labor are excluded from this scope. The contractor must demonstrate experience in commercial HVAC preventive maintenance on systems of similar size and complexity. Personnel must hold applicable certifications, including EPA certification and experience with the Reliable Controls automation platform and its Studio 3 software for diagnostics and maintenance. All work must comply with federal, state, and local laws, OSHA safety standards, and EPA refrigerant requirements. Deliverables include quarterly service reports detailing maintenance performed, equipment condition, and any identified deficiencies. The contract is a firm-fixed-price type.
