General Building Job Order Contracts

The City of Santa Barbara intends to award multiple Job Order Contracts (JOC) for general building construction services, specifically for contractors holding a B License. This procurement will utilize the Best Value Job Order Contracting project delivery method. The process involves two steps: first, contractors will be prequalified based on experience, competency, safety records, financial stability, and compliance with DIR and Secretary of State requirements. Second, prequalified contractors will submit sealed bids, and the Best Value Contractor(s) will be selected based on a combination of the prequalification score and the lowest responsible and responsive bid amount. Subsequent to contract execution, individual Job Orders will be issued for specific projects. Contractors will collaborate with the City to scope the work, and then submit a Job Order Proposal including pricing, schedules, and subcontractor information. Approved Job Orders will be fixed-price contracts for the completion of the Detailed Scope of Work. Supplemental Job Orders may be issued for extra work, credits, or deletions. The work will be performed within the City of Santa Barbara at various locations under the City's jurisdiction.
