Vermillion Landfill Cell 7 Construction and Cell 3-5 Partial Closure

The City of Vermillion, South Dakota is soliciting bids for the Vermillion Landfill Cell 7 Construction and Cell 3-5 Partial Closure project. This project involves the construction of a new landfill cell (Cell 7) and the placement of partial final cover over the northern slopes of Cells 3-5. Key activities include mobilization, clearing and grubbing, mass soil excavation and stockpiling, subgrade preparation, placement of soil liner material, granular drainage materials, and protective cover soil. Additionally, the project requires the installation of a leachate collection system, final cover system on Cells 3-5, construction of stormwater channels, and a new access road, all in accordance with the project drawings and manual. Bidders are required to comply with federal regulations including Executive Orders Nos. 11246, 11518, and 11635, as well as Title 40 CFR 33 and Executive Order 12138 concerning Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE). Specific goals for participation are set at 1.5 percent for DBE/MBE and 2.4 percent for WBE. Davis Bacon and Related Acts wages, American Iron and Steel provisions, and Public Law 115-232, Section 889 (Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment) must also be adhered to.
