Modoc County Hot Mix Asphalt Delivery Services

Modoc County Road Department is soliciting bids for the on-call delivery of hot mix asphalt (HMA) for its Alturas/Davis Creek/Lookout, Newell, and Surprise Valley Maintenance Districts. The contracts, numbered 26-004, 26-005, and 26-006 respectively, are for various pavement maintenance operations. Vendors will be responsible for coordinating deliveries with the Road Department Superintendent, with deliveries expected to begin the week of June 1st, 2026. The county reserves the right to acquire materials FOB depending on circumstances. The HMA furnished must conform to the 2015 Standard Specifications of the Department of Transportation, Section 39, and be Type PG 64-28 with Type A aggregate, unless otherwise specified. A current (2026) HMA mix design from an accredited laboratory is required for bids over 300 tons, while smaller bids require a previous year's (2025) mix design. The awarded vendor must also have a current Cal-trans 109 inspection and certification. Vendors must be capable of providing HMA within twenty-four (24) hours of notice for delivery, and prices quoted shall be valid until December 31st, 2026.
