Weatherization Materials and Products Bid

The DeSoto Parish Police Jury (DPPJ)/Office of Community Services (OCS) is requesting bids from qualified vendors for weatherization materials and products for homes in Bienville, Bossier, Claiborne, DeSoto, Morehouse, Natchitoches, Red River, Sabine, Union, and Webster parishes. This program, funded by the U.S. Department of Energy (DOE) and administered under contract with Louisiana Housing Corporation, aims to reduce energy costs for low-income households by increasing home energy efficiency while ensuring health and safety. The program prioritizes services for the elderly, people with disabilities, and families with children. Materials must conform to Appendix A to Part 440 - Standards for Weatherization Materials. Funds will be expended and all services performed in compliance with the DOE-approved Weatherization Assistance State Plan and the LIHEAP-approved State Plan. The initial contract period will begin July 1, 2026, and terminate on June 30, 2027. The contract may be renewed for up to three additional 12-month periods if material prices remain the same. DPPJ/OCS is a local government and is exempt from state sales tax; a tax-exempt form will be furnished upon award.
