On-Call and As-Needed Title and Escrow Services for Siskiyou County Property Acquisition

This solicitation is for on-call and as-needed multi-provider agreement for title and escrow services required for the acquisition of properties to accommodate future State highway facilities in Siskiyou County. Bidders must be licensed title and escrow companies regulated by the California Department of Insurance. Services include providing quick preliminary reports on multiple parcels, performing title searches which may require in-person visits to the county recorder's office, and conducting escrow services for a portion of the parcels. Escrow services are typically initiated and concluded within 30 to 90 days. The agreement will commence on May 1, 2026, or upon DGS approval, and will expire on April 30, 2031. Work will be assigned on a service request basis, with assignments going to the lowest ranked bidder first, and then to the next lowest if the first is unable to accept the work. Bidders are encouraged to consider small business, disadvantaged business, and disabled veteran business participation, with a five percent (5%) Small Business (SB) or Microbusiness (MB) preference available. A Disabled Veteran Business Enterprise (DVBE) incentive also applies.
